Proposed Crypto Mining Ban in Norway Fails to Gain Support in Parliament

A push to prohibit the energy-intensive proof-of-work mining of cryptocurrencies in Norway has been rejected by the majority of lawmakers. The ban had been suggested by the far-left Red Party which also didn’t win backing to raise an electricity tax for crypto miners.

Norway Will Not Ban Bitcoin Mining


The parliament of Norway has considered and voted against a draft law banning the minting of digital currencies based on the proof-of-work concept. The legislation, which was proposed by the communist Red Party in March, was supported only by two other leftist parties, SV (the Socialist Left Party) and MdG (the Green Party).

“We are obviously disappointed with the majority here,” Red lawmaker Sofie Marhaug told the E24 news portal. She added that the Norwegian society must determine its priorities regarding power usage. Her party says bitcoin mining is extremely energy-intensive and insists on putting an emphasis on the needs of other industries and climate change goals.

However, as Marhaug pointed out, the majority in the Storting, Norway’s legislature, wants to prioritize the market, and “give the bill to Norwegian electricity consumers.”

The Red also failed to win support for a proposal to revise the electricity surcharge for mining data centers, accusing the Labor Party (Ap) and Centre Party (Sp) of breaching a pre-election promise. The two parties had announced they would seek a full electricity fee for mining farms.

While households, many businesses, and the public sector currently pay 0.15 kroner (approx. $0.02) per kilowatt-hour of spent electricity, the industry, including data centers, enjoys a reduced levy of just 0.0055 kroner per kWh.

In February, the Norwegian government said it will try to avoid imposing a crypto ban, but made it clear it was considering various measures regarding the electricity consumption in the sector. In November, Norway admitted it’s mulling over ways to limit the environmental impact of bitcoin minting and may support a Swedish proposal for a European ban on proof-of-work mining.

“In a time of energy scarcity and challenges with cutting emissions, it is particularly harmful that power is wasted only to enrich individuals rather than being used for socially beneficial purposes,” the three leftist parties said. However, the parliamentary majority has objected to the politically motivated discrimination against mining data centers.

Norwegian Oil Billionaire Kjell Inge Rokke Says BTC Could Be Worth Millions of Dollars Each — Keeps Liquid Company Assets in Bitcoin

Billionaire Kjell Inge Rokke’s company, Aker, has established a new business dedicated to bitcoin. Rokke believes that bitcoin could “become the core of a new monetary architecture” and each coin could be “worth millions of dollars.” His new company “will keep all its liquid investable assets in bitcoin.”

Norwegian Public Company Gets Into Bitcoin

Norwegian oil billionaire Kjell Inge Rokke has spoken in favor of bitcoin. His company, Aker ASA, which controls oil and oil service companies, announced Monday that it has established a new business, Seetee AS, to tap into the potential of the cryptocurrency.

Listed on the Oslo Stock Exchange, Aker is a Norwegian holding company engaged in offshore fishing, construction, and engineering. Established in 2004, the company is controlled by Rokke with 67% ownership through TRG Holding.

In its announcement, Aker described Seetee as “a new company dedicated to investing in projects and companies throughout the bitcoin ecosystem and which will keep all its liquid investable assets in bitcoin.” Seetee is starting with 500 million kroner ($59 million) in capital, which Rokke called “an amount we aim to increase significantly over time.”

Following the announcement, Rokke expressed his view on bitcoin and the new enterprise launch in a shareholder letter published on Seetee’s website. The billionaire wrote:

We will use bitcoin as our treasury asset and join the community. In bitcoin speak, we will be hodler.

Initially, Seetee will focus on four areas. The first is “investing in and owning bitcoin.” The second is “joining the bitcoin and broader blockchain community and establishing partnerships with leading players.” The third is “launching bitcoin verification operations,” and the fourth is “building and investing in innovation projects and companies in the bitcoin and blockchain ecosystem.”

Seetee will actively partner with other companies in order to accelerate its initiatives, the announcement adds, noting that the company has “entered into a collaboration agreement with Blockstream,” which “will initially focus on mining operations.”

Rokke further opined:

Bitcoin may still go to zero. But it can also become the core of a new monetary architecture. If so, one bitcoin may be worth millions of dollars.

He added: “The direction is clear: finance will be disrupted as surely as fossil fuels will be. The question is not if, but when.”

Hive Blockchain Technologies has published an update regarding the company’s response to the Norwegian Parliament’s recent approval of a legislative bill that will restrict cryptocurrency miners from accessing the tax relief on electricity consumption available to other power-intensive industries. The release criticizes the government’s “unilateral” move to suspend the subsidy without consulting with representatives of the mining industry and discusses proposed changes to the loan agreement pertaining to Hive’s sole asset located in Norway.

Hive Criticizes Norwegian Government Amid Concession Cuts to MinersHive has taken aim at the Norwegian government’s decision to revoke subsidies on power consumption that are available to energy-intensive industries operating in Norway. The legislative bill moving to revoke cryptocurrency miners’ access to the subsidy was passed in early December and is expected to take effect during March of this year.

Hive states that it is “deeply disappointed and frustrated” by the proposed legislative changes, expressing its dissatisfaction with the government’s decision to take “unilateral” action without “discussion, consultation, or dialogue with the industry.”

The company describes the bill as comprising a “significant impediment” to Norway’s capacity to attract long-term foreign investment in the country, warning that the bill will deter “all energy-intensive industries” that are considering “long-term capital investments” from establishing operations in Norway.

Hive to Conduct Assessment of Damages to Kolos Data Center

Hive Criticizes Norwegian Government Amid Concession Cuts to MinersAs a result of the legislative changes, Hive states it will conduct an assessment of the impact of the bill on the economics of its sole Norwegian asset, the ‘Kolos’ data center.

On Dec. 20, 2018, Hive issued a letter to debt holders associated with the Kolos acquisition proposing changes to the loan agreement pertaining to the asset. The company is currently seeking a one year extension of the term of the approximately $2.4 million loan that financed the asset’s acquisition while the Hive determines the impact that the legislative changes will have on the value and future plans for the Kolos data center. Hive expects to have completed its damage assessment prior to the end of the fiscal year on March 31, 2019.

In November 2018, Norwegian parliamentary representative Lars Haltbrekken criticized the subsidies available to cryptocurrency miners, stating that Norway “cannot continue to provide tax incentives for the most dirty form of cryptographic output as bitcoin.”

Two Norwegian cryptocurrency miners have garnered national media attention after declaring taxable incomes of less than $20,000 USD despite having admitted to owning at least 34 bitcoins during December of last year.

Reported Incomes of Two Norwegian Crypto Miners Subject of National Scrutiny

Two Norwegian Miners Scrutinized for Low Taxable IncomesTwenty-two-year-old cryptocurrency miners from the Norwegian municipality of Harstad, Philip Eriksen and Roy Arne Olsen, have become the subject of national media attention following their reported incomes for 2017 of less than $20,000 USD, despite Mr. Eriksen’s admittance during December 2017 that he owned 34 bitcoins – then valued at approximately NOK 5.5 million (nearly $657,000 USD). During the same month, Mr. Olsen told local media: “Having an unrealized million wealth in cryptocurrency after two years is a fantastic […] feeling,” according to a rough translation.

For 2017, Mr. Eriksen and Mr. Olsen both reported NOK 0 million in wealth and respective taxable incomes of NOK 105,000 (approximately $12,540 USD) and NOK 150,000 ($17,915 USD). As such, Mr. Erisken is required to pay NOK 29,000 (roughly $3500) in taxes for 2017, and Mr. Olsen is required to pay NOK 45,000 (nearly $5,400).

The two miners have now sought to keep a low media profile, with Mr. Erisken telling reporters that the pair no longer wants to be the subject of press attention. Their current stance comprises a direct contrast to late last year, during which local media reported that Mr. Eriksen had purchased a Rolex watch and an apartment in the Norwegian cultural hub of Tromso.

In another interview, Mr. Erisken also asserted that many cryptocurrency users will not accurately declare their taxation obligations, stating ”You get an additional tax if you do not report, but it’s a little frightful for the Tax Administration that they do not know who has bitcoin and not.”

Cryptocurrency Poses Challenge for Norwegian Tax Administration

Two Norwegian Miners Scrutinized for Low Taxable IncomesAstrid M. Dugstad Tveter, a spokesperson for The Norwegian Tax Administration, stated: “The person who has bought, sold, mined or has values ​​placed in virtual currency, such as bitcoin, must report this in the tax report.” Whilst not wanting to comment on individual cases, Mrs. Tveter also emphasized deductible debts, for example from a mortgage, can significantly reduce the value of an individual’s net assets.

“A challenge with cryptocurrency is that the Tax Administration does not get this automatically reported by a third party, as with other types of basic data. The experience is that it is often made wrong,” Mrs. Tveter said, adding: “The tax office generally has access to information from more sources than the information we receive from taxpayers through the tax report and uses different control methods, both in terms of tracking up values ​​and to check whether taxpayers have provided correct and complete information.”

Kryptovault, a Norwegian company specializing in “large-scale cryptocurrency mining and data center operations,” has recently received a bomb threat amid escalating noise complaints pertaining to its virtual currency mining.

Norwegian Mining Company Receives Bomb Threat in Escalating Noise ComplaintNorwegian mining and data center company, Kryptovault, has reportedly received a bomb threat amid intensifying complaints of noise pollution. Kryptovault currently operates facilities in the Norwegian cities of Follum, Honefuss, and Dale.

The threat received stated: “This is sabotage. If you are expanding crypto mining and filling the country with noise, then you will be sabotaging the peace. I am threatening to send you some explosives.”

Gjermund Hagesaeter, the managing director of Kryptovault, told local media that the company immediately informed police of the threat. “The threat has been reported to the police and these are also taking the whole issue very seriously indeed. We have also asked the police to assess whether any further action needs to be taken. The facility at Follum is located in a fenced area, so it would be difficult for any intruder to gain access but the one at Dale is far more accessible so we have warned everyone to be on their toes,” Mr. Hagesaeter said.

Kryptovault Employees Encouraged to Be Vigilant

The managing director emphasized that Kryptovault’s employees had been instructed to be extra vigilant in conducting their operations, especially those based in the company’s Dale facility. If any abnormal behavior is observed at the site, the company’s employees have been instructed to evacuate.

Lisbeth Edvardsen, the acting investigator at Honefoss police, has indicated that local authorities are taking the threat seriously, and are currently looking into the matter to assess what measures the police may take to respond to the threat.

The threat comes just days after the Common Council of the city of Salamanca, New York voted unanimously to pass a law that imposes “a moratorium on commercial cryptocurrency mining operations in the city.”
